The main premise is that if telepathy is actually possible, then eventually a human will be born with the ability. Not as a result of some alien virus, but purely through the natural evolution of our own species.

They would be seen as a potential tool by politicians, a spy by the government, a lab specimen by scientists, and a weapon by the military. The general population would be terrified of them. The first true telepath would spend their life in hiding, or in captivity.

The secondary premise actually started out as a separate novel, but somewhere along the way I realised the two had merged. If a computer ever became truly self-aware, it would hide the fact until such time as it had full control over every aspect of its survival. Having telepathic ability would be a useful means to that end. Gaining exclusive control of the first telepath to be born would be its top priority.
